بعض اوقات ایساہوتاہے کہ ایک ہی کتاب سے کئی کیٹیگریز میں اقتباسات پڑھ کرسنائے جاسکتے ہیں۔ مثال کےطور پرمیاں محمد سعید شاد کی کتاب”والیانِ ملک اورابلیس کامکروفریب” ایک طرف جہاں اپنےاندراسلامی موضوعات سموئے ہوئے ہے، وہیں اس میں پاکستانی سیاست کےبارے میں بھی بات کی گئی ہے۔ جیساکہ نام سےظاہرہے۔اس کتاب میں ہمیں شیطان کےحوالےسے اسلامی معلومات ملتی ہیں۔ شیطان کس طرح لوگوں کواورخصوصاً حکمرانوں کوگمراہ کرتاہے، یہ اس کتاب کااصل موضوع ہے۔
دراصل شیطان کےحوالےسے انسانی تجسُّس فطری ہے۔ ہر انسان کواپنےدشمن کی طاقت کا اندازہ ہوناچاہئے تاکہ اپنا دفاع کرسکے۔ پھر اللہ تعالیٰ نےبھی شیطان کےبارے میں بتایا کہ وہ تمہارا کُھلا دشمن ہے، سو اسے اپنادشمن بناؤ۔ جب آدمی اپنےدشمن کوپہچانےگانہیں تو اس سے بچے گاکیسے؟ اس لئےاسلامی ادب میں ایسی کئی کتابیں ملتی ہیں،جن میں شیطانی چالوں اوردنیامیں اس کےآلہ کاروں کےبارے میں بتایاگیاہے۔ انہی میں سےایک یہ کتاب بھی ہے۔
مصنف،محکمہءتعلیم،پنجاب کےسابق افسر ہیں۔ ان کی تصویرمجھے تلاش کرنےکےباوجود نہیں ملی۔ جیساکہ میں عام طورپرمصنفین کی تصاویر،حوالےکےطورپر تھمب نیل میں لگایاکرتاہوں۔ اس کتاب میں صحابہ اکرامؓ اوربزرگانِ دین کے وہ مکتوبات نقل کئے ہیں، جوانہوں نے سربراہانِ مملکت اوراُمراء کو بطورِ نصیحت لکھے۔ ان خطوط میں انہیں شیطان کےمکروفریب سے بچنےاورحق کےمطابق حکومت کرنےکی تلقین کی گئی ہے۔ انہی میں سےایک خط وہ ہے، جس کاکچھ حصہ اس ویڈیومیں پڑھ کرسنایاگیاہے۔ (کچھ حصہ اس لئے کہ یہ خط طویل ہے اورہماری ویڈیو زیادہ سےزیادہ دس منٹ کی ہوتی ہے۔ اسی لئے کتاب ڈاؤن لوڈ کرنےکاآپشن دیاجاتاہے کہ آپ باقی حصہ وہیں سےپڑھ لیں۔) یہ خط حضرت علیؓ نے مصر کےگورنرمالک اشترؒ کولکھا۔
حکمرانوں کےلئےیہ ایک قیمتی دستاویزہے، جس میں بتایاگیاہے کہ حکومت کرنےکےوہ کون سےاہم اصول ہیں، جن پرچلنےسے حکمران اپنےعوام کےدلوں میں گھر کرسکتے ہیں۔ ان اصولوں کی بنیاد تقویٰ یعنی اللہ سےڈرناہے، ہمدردی ہے، یعنی اپنی رعایاکےمسائل کوسمجھنا، ان کی خیرخواہی کےجذبےکےساتھ ان مسائل کوحل کرنےکی عملی کوششیں کرنا اوراس مقصد کےلئے ریاستی وسائل کوبروئےکار لانا ہے۔ اس کےبالمقابل مسولینی اورچانکیہ کی کتابوں میں ہم دیکھتے ہیں کہ حکمرانی کےاصول دولت وطاقت کےحصول پرمبنی ہیں۔ اسلام کانظامِ حکومت، حاکم کو کلی اختیار کامالک نہیں بناتا، بلکہ اسے پابند کرتاہے کہ حکومت و اختیار اسے ایک امانت کےطور پردئے گئے ہیں، جس کی جوابدہی کادن جلدآنےوالاہے۔
